[22] -- act on the need for practical and operational solutions in the area of international cryptography policy by using the Guidelines set forth in the Annex to this Recommendation as a basis for bilateral and multilateral agreements on specific issues related to international cryptography policy;

    SECRETARIAT NOTE This Recommendation appears for the first time in the current draft in response to a delegation request that a specific statement be included on the future use of these Guidelines as a basis for more formal international agreements. >/UL>

    [23] -- disseminate the Guidelines set forth in the Annex to this Recommendation throughout the public and private sectors to promote awareness on the issues and policies related to cryptography;

    [24] -- remove, or avoid creating in the name of cryptography policy, unjustified obstacles to international trade and the development of the GII/GIS;

    [25] -- state clearly, and make publicly available and. to the extent possible, internationally compatible, any national controls imposed by governments relating to the use of cryptography;

    [26] -- review the Guidelines set forth in the Annex to this Recommendation at least every five years, with a view to improving international co-operation on issues relating to cryptography policy;

      SECRETARIAT NOTE: This text was adapted from the Security Guidelines. which were subject to review every five years. The number of years for review is merely a judgement to be mode by the Group. One delegation suggested that the first review should occur in the year 2000, with five year reviews thereafter. It has also been noted that, given the rapid pace of development of the GII/GIS, five years is too long to wait between reviews.
