[6] [-- the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-use Goods and Technologies of I November 1996, ] [7] [-- the Decision [94/942/PESC] and Regulation [(EC) 3381/94] of the Council of the European Union of July 1995 on the export of dual-use goods;] [8] [-- and the Recommendation [R(95)13] of the Council of Europe of 11 September 1995 concerning, problems of criminal procedural law connected with information technology;] CONSIDERING: [9] -- that national and global information infrastructures are developing rapidly to provide a seamless network for world-wide communications and access to data: [10] -- that this emerging information and communications network is likely to have an important impact on economic development and world trade; (2) [11] -- that the users of information technology must have trust in the security of information and communications systems, and in the confidentiality, authentication, integrity and non-repudiation of data on those systems; [and in the confdentiality and integrity of data on those systems and the ahility to authenticate that data;] [12] -- that data is increasingly vulnerable [to sophisticated threats to its security] [that data is increasingly valuable,] and ensuring the security of data through legal procedural and technical means is fundamentally important for national and international information infrastructures to reach their full potential; | |
